I'll delete them for now, in order to get the 1.1.2 build done.  If they 
say it's okay, we can add them back later.

In fact, deleting them won't affect anything except using validatexml 
against the samples, and there's been nothing added to the samples for the 
pramati subtask anyway...  Anyone that's bought the Pramati server and 
wants to use validatexml against their own stuff can just point the 
dtdfilename parameter at the copy of the DTD in its installation 
directory.
