A good criteria for "optional or contrib?" might be whether there's
someone with CVS update access maintaining it. Anything submitted by
anyone else goes in contrib; if a contribution's being maintained and
updated regularly, they'd probably find it easier to be added to the list
of developers anyway (and we promote it to optional).
