XDoclet does not generate validator-rules.xml. It generates a validation.xml file and
I'm using it fine with Struts 1.1beta3 with much more than just the "required"
validator. What is not right about validation.xml that is generated? The rules are
separate and part of the Struts distribution, but not at all generated or affected by
XDoclet.

The validator-rules.xml file generated by XDoclet does not conform to the latest
distro (included in Struts 1.1) and thus any validators do not work at all. Only
"required" do.
