The original code does exactly the opposite, it defaults to false.
>From xtags.xml: include-all: Whether to include all persistent fields in form.

The original code includes all fields not only the persistent fields.
The included patch corrects the behaviour of the program and clarifies the code's
inline documentation. While browsing the code I also removed an unecessary if()
statement. This bug in part reopens #XDT-282, see the comments from Luiz-Otavio
Zorzella in Feb 03 (how can one reopen a bug?)
