Namely that the anchors are named after the tag name, and so can (try to) refer to two or more distinct anchors in the document. Only the first anchor in that document with that name will be used. For example, go to the @ejb tag reference and click on the class-level @ejb.persistence then go back and click on the method-level @ejb.persistence.
