Description:
The template entry for creating the webservices.xml has an entry like

   <webservice-description-name><XDtConfig:configParameterValue 
paramName="Name"/></webservice-description-name>
     <wsdl-file><XDtConfig:configParameterValue 
paramName="WsdlFile"/></wsdl-file>
     <jaxrpc-mapping-file><XDtConfig:configParameterValue 
paramName="JaxrpcMappingFile"/></jaxrpc-mapping-file>

Of the three parameters here, wsdlFile and jaxrpcmappingfile are defined in the 
WseeDocletTask.java and its able to fill in values for these. The "Name" 
attribute is not defined in the WseeDocletTask or any of the parent tasks. Due 
to this, this tag is always empty. Need to add the "name" Attribute to this 
WseeDocletTask
