Before that, "version=3.2" and "version=4.0" both resulted in the 3.2 doctype you get.
It seems thar your xdoclet is too old.
You can get the sources and compile your own version (1.3-SNAPSHOT) or wait for 1.2.3 or 1.3, whatever the next version released will be.
