However when it goes to EMIT the fragment into a final output file it should remove it (since the final output template will have its own processing instruction details anyway). This allows the source files to be correctly identified as well-formed XML document without any DTD. It still should accept XML files without <?xml header lines, just like now. I presume (hope) that XDOCLET is checking the XML is well-formed even if it would never understand the DTDs.
