For patches, enhancements or any other such contribution, create an
issue in JIRA (http://opensource2.atlassian.com/projects/xdoclet/) and
attach the files to it (CVS diffs preferred).  If and when a developer
has time to check it over, and assuming they don't see any problems or
bugs in it, they'll apply it in CVS.
