It is pretty static. In project I'm working in the last couple of months I think there was only a filter added and a custom subsystem plugged (and later unplugged) from it as a servlet. There was no REAL need for separated files, but how there was some minor changes through this project in the web.xml, it felt a bit more organized to have some small especialized files when dealing with version control.
