Problem is not in mergeable velocity ocmponent - an instance of it is registered by default inside plugin.
Problem is with config element - it allows one plugin only, but EJB plugin is quite special and uses "dummy"-plugin ( EjbConfig ) to provide configuration for other plugins - and current configuration modality allows only one plugin per configuration ( and since every configuration is separate invocation - we have a problem.
