Well, as you may have noticed, Webwork 2.x is only web
integraton layer for actual command framework -which
is by chance xwork.

So actually action configuration is feature of xwork, 
so the plugin is called xwork plugin. 

Contrary to this, webwork plugin is for WebWork 1.x
and generates views.properties. 

BTW, XWork plugin shall also work for S2
