Figured it out myself.

<contextparam name="" value="" description=""/>
<contextparam name="" value="" description=""/>
<welcomefile file=""/>

</webdoclet>
Personally, I think it would be nice to have contextparam and
welcomefile as class-level @web.x tags that could be put on any
ServletContextListener, Serlvet, or Filter class.
