This may not answer your question about tag inheritence (which i think does
work, but i've never really touched), but it will solve your described
problem:

 look at the reference for the tasks within the ejbdoclet task.  ie, for
jboss specifically:

            [jboss
                version="3.0"
                unauthenticatedPrincipal="nobody"
                xmlencoding="UTF-8"
                destdir="${neweden.meta-inf.dir}"
                validatexml="true"
                datasource="java:/MySqlDS"
                datasourceMapping="mySQL"
                preferredrelationmapping="relation-table"
                removeTable="false"
                createTable="false"
                /]
