I saw your post while browsing the archives online.
One thing that I noticed was that you are missing the xjavadoc dependency.
If that doesnt solve it, then make sure that you have xdoclet plugin installed.
maven 1.0 RC1 does not come with xdoclet by default.
Run:
maven -DartifactId=maven-xdoclet-plugin -DgroupId=xdoclet -Dversion=1.2 plugin:download
