I think if you upgrade to the latest of all your Struts dependencies the problem will be solved.
Thanks for this advice, but no joy I'm afraid. Can you be more specific about which files need to be upgraded?
Well, at this point I'm not active with Struts, but it is fixed in our last project where I developed <strutsvalidationxml>. There were bug reports filed for it in Jakarta's Bugzilla system (under Commons Validator IIRC) - perhaps you could track those down and see the details.
A quick hack is to pull the template from the xdoclet-apache-module*.jar file (its called validation_xml.xdt), place it on the file system, remove the DOCTYPE from that file, and then point to that file using <strutsvalidationxml templateFile="....">
