This sounds like you might have to write your own custom validator for this. Basically, if you can do it by manually editing validation.xml - then XDoclet should be able to do it. If it can't - please submit a bug and I'll fix it.

XDoclet allows you to build struts-config.xml, web.xml and validation.xml based on javadoc tags in your source files. Does that help you?
