Here was a strange bug with xcp-xapi few weeks (month?) ago.
Try to
xenstore-write /local/domain/0/vm hello
and repeat operation.

hi all :
i have a problem with this when i startup a new instance on a very
clean XCP server :
INTERNAL_ERROR: [ Hotplug.Device_timeout(_) ]; throwing
CANNOT_PLUG_VIF
then xe vm-start command just return:
Cannot plug VIF
VIF: 7cfd05f8-6ace-00c1-95e4-ecfb1801f89c
anyone can help me with this ??
