You can migrate VM only if their VDIs (disks) are reside on external (shared) storage (NFS, LVMoISCSI, etc).
If you have shared SR and getting this message, check if PBD's are plugged and you are using correct SR. One of the often mistakes: not to change the default-SR field for pool (I suggest to set it to shared SR).
