It is indeed this document that I was referring to. Clearly it was
useful to write it, because it has identified this issue.

Of course we all have priorities. If we had a team of build system
and CI engineers, project managers, etc., I would certainly expect
that team to take on this kind of enhancement work. But we don't; we
have about half of me.
