No. Current dom0 bits are intended to be used with
3.1.x hypervisors (only).

Yep.  Should panic during boot, because a dom0 / 3.1.x hypervisor
interface is needed, and the 3.2.x hypervisor interface is slightly
incompatible.

No, the dom0 / hypervisor interface has changed in incompatible
ways.

domU / hypervisor interface is less critical, and it should be 
possible to run domUs on xen 3.0, 3.1, 3.2 or xen unstable(3.3)
hypervisors.  But even that breaks from time to time, e.g.
see bug 6650717 (snv_86 or older domU doesn't work on a
3.2 hypervisor).
