It places lower load on dom0 and also helps with PV drivers for fully-
virtualised guest domains.

Yes.
If so, maybe the NetBSD people can pick this up in
the long run.
I had a quick look at the NetBSD source and couldn't see hypervisor
copy support. It's not difficult to add.
