It's the kernel, ask microsoft for the real why, they usually don't
publish so much details.

Maybe you like to have a test ride with James Harpers work (GPLPV),
currently I think you would have to send him a Mail to get a nice usable
version for W7/2008R2 (x64, I guess?).
He always looks for guys running half the way serious systems as "fun
productive", to have them testing the drivers in normal days business.
