but same encoding scheme works fine at other place.

does Xerces support External Entity or not ??

While you are at it, "ISO-8859-1" is
the recommended value for that encoding.  
See http://www.w3.org/TR/REC-xml#NT-EncName  
"iso-8859-1" might not be recognized by some processors.
