My document header does specify the "UTF-16" encoding, and it still throws an error. Does the document have to look a certain way for it to work?

Siehnai, Does your document header specify the encoding? Something like:
<?xml version='1.0' encoding='UTF-16'?>
would be expected by the xml processor if your file is in fact UTF-16
encoded.
