extended characters in a file name

Hi,

I have hit a problem recently where xerces will not parse a file that
has extended characters in the file name
it is perfectly happy to read them in the file but not in the file name

The file name was a fairly random set for testing
"������������������������ܣ��!--1.xml" 

is there a work-around?
