Hi,
before we release we have as much of a code freeze as possible and
then do a candidate release. After fixing any problems with that we do a
full release. It is tagged and no more versions are released with
that name. After that the committers start developing again. So, to answer
your question, 2.3.0 was considered stable the moment we tagged and
released it.
