I know that the project files are supposed to be text files, but for these particular text files the line endings happen to be very important. As a result, the project files simply won't work on any CVS checkout not done with a Windows/DOS-only version of CVS (such as Cygwin's CVS). An option to work around this would probably be to do the checkout on a text mount, but that doesn't repair the problem. IIRC, the CVS snapshots have the same problem, which means that the CVS snapshots won't work for MSVC6 (or 7, I think). If you want, I can check whether the CVS snapshots have the problem.. As for merging these files often: it's true that -kb adds a lot of overhead to a merge - mostly because CVS doesn't do any binary patches.
