I am not an expert in Xerces, but from browsing the code I get the impression that the 
behaviour of DOMString could be influenced by environment variable LC_CTYPE, at least 
under my flavour of Linux. The value of this variable should look like "ll-CC.pppppp", 
where "ll' 
is the ISO abbreviation for the language, "CC" for the country, and "pppppp" is the 
name of the 
code page to use. Under Windows, you may (also) have to look for environment variables 
LC_ALL and LANG. 
 
Everybody please feel free to correct me if I am wrong.
