Schemas can not be validated against the W3C specification

We validate instance documents against schemas. We dont claim to be able to
fully validate a schema against the specification. For that you use a tool like
SQC. The schema for schemas does not describe all the constraints and is not a
valid schema in the normal sense (it is allowed to do things other schema are
not). We will not implement this in the short or medium term.
