SchemaGrammar::getElemDecl(elemid) throws Exception if ElemDecl not found instead of 
doing a GroupElemDecl lookup

i agree with u Neil, the whole lookup by id's seems to be broken, because the 
id is not unique in that context.

i am using the grammar directly, haven't tested yet if validating of an xml 
file will succeed, because the missing exception handling stated that the code 
is obviously broken.
