I'd like to be able to use one transcoding service (specifically ICU) for all
platforms we use for MATLAB. The one platform we cannot use ICU with Xerces-C
is Mac. Please modify the following file so that ICU is enabled as a possible
transcoding service:
xercesc\util\Platforms\MacOSMacOSPlatformUtils.cpp
