Lean, the only changes since Xerces 2.5 are the change in the license and the changes you need; so it's enough downloading the file http://cvs.apache.org/viewcvs.cgi/*checkout*/xml-xerces/c/src/xercesc/util/Transcoders/ICU/ICUTransService.cpp?rev=1.18 and save it over the copy of ICUTransService.cpp you have.
