Given my subsequent reading of Jason's additional email about the asf repository, this issue is largely moot. The entire asf svn tree is in one repository.
So we should simply do 2/3, as Jason describes, putting xerces-c at: https://svn.apache.org/repos/asf/xml/xerces-c for now.
