Hi Scott and all,
Xerces1 should now have META-INF/services properly working as well in both
its ant and make-based builds. When Xerces 1.4.2 comes out--probably on
Friday--this will be fixed.
BTW: Anyone have anything pressing they'd like to see included in Xerces
1.4.2? This could be the last release of Xerces1 for quite some time...

This is just a build script bug. I've already modified the
Xerces2 Ant build to include it because I was running into
the same problem. So Xerces 1.x just needs to do the same
thing -- copy the files from src/org/apache/xerces/impl/jaxp
to build/classes/META-INF/services. Kapow!
