Incorrect handling of "all" inheritance

I don't believe that this is a bug in how inheritence is handled for "all".  If 
you see the follow-up note:

Jeni Tennison points out that the "All Group Limited" constraint prohibits the 
example cited in 0083.html.

This issue comes up often enough, that I think the "XML Schema:  Structures" 
recommendation needs to make the prohibition more explicit than it already is.  
I would suggest submitting it to mailto:[EMAIL PROTECTED] for 
clarification.
