endDTD() not send if no publicId or external subset specified in DOCTYPE decl

I believe that this is not a duplicate of 7972, or at least I could not get 
correct result from both the latest release or the jars from the URL 
http://gump.covalent.net/jars/latest/xml-xerces2/

A test case with a simple Java program to illustrate the problem is attached. 
Basically, for this "legal" DOCTYPE declaration
<!DOCTYPE xsl:stylesheet >
the endDTD event is never sent out of Xerces.
