xerces2-J (2.2.1) fails to serialize data (0x0b) to &#xb;

I have a document that contains a data, which is 0x0b in hex, that was correctly 
converted to its equivalent "&#xb;" with xerces-1_4_4 when serializing to XML.

When I use xerces-2_2_1, or may be Xerces-2.* for all versions, I get:
  java.io.IOException: The character '' is an invalid XML character

I was hoping that, same kind of conversion would occure with xerces-2_2_1.
