Validator not recognizing root level XML element

The description might be a big misleading. The grammar pool can be used for 
both DTD and Scheam validations. When it's used for DTD, the grammars are keyed 
on the name of the root element; and for schemas, it's keyed on the target 
namespace. (Note that any of the global elements in a schema could potentially 
be the root, so it's not possible to key on the root element for schemas.)
