By default we report errors to the console as a convenience to users. It's a double edged sword. If we don't do this users will complain that the parser doesn't report schema and DTD validaton errors. If we do, there'll be a number of users who don't like the default behaviour. I don't know of anything in SAX, DOM, etc... that constrains the default behaviour, so the parser seems to have a degree of freedom here.
