element order matters on keyref checking?

Upon further testing, the problem is not the order.  It's that the keyref only
matches the element in a sequence of like elements.  For instance if the value
of the GUID element is changed to be the guid of the last role, validation will
also fail.  However if the GUID element is changed to reference it's enclosing
role (6) or the Relation (100), validation will succeed.
