Characters in XML 1.1 names in the range &#x10000; - &#xeffff; seem not to be
recognized as allowed in names.  This example:

<?xml version="1.1"?>
<!DOCTYPE root [
  <!ENTITY element "<&#x10000;/>">
]>
<root>&element;</root>

results in this error

5:16:The content of elements must consist of well-formed character data or markup.
