length facets don't allow all possible nonNegativeIntegers

If I try to specify "+5" or "+0005" as the value of a "length" facet, I get
errors like 

  "s4s-att-invalid-value: Invalid attribute value for 'value' in element
'length': cvc-datatype-valid.1.2.1."

This should not happen. The lexical-space for length facets (1) is that of
nonNegative Integer (2).

I suspect we have the same problem with minLength and maxLength too.
