Incorrect error message for PI target of the form xml:NCName

While this does indeed seem like a regression of sorts, it is not clear to me 
that there is a defect.  Applying the Namespaces in XML spec changes the 
production for PITarget from Name to NCName.  Since the parser is looking for 
an NCName after the '<?' it does in fact find one, namely "xml", which in fact 
violates the production.  The fact that the NCName was followed by a ':' is not 
something that is considered.  If the order of error checks were different you 
could also expect to see the errors: "Space required between the PI target and 
its data", i.e. the ':' doesn't match the S production, or "PI target required" 
since there isn't a token matching NCName - [Xx][Mm][Ll] after the '<?'.
