Import does not provide all imported schema components (import chain)

Not true. A has to explicitly import the namespace of C to be able to use 
components from that namespace. Yes, the final schema will contain components 
from C, but that doesn't mean those components can be referenced from any other 
component. This constraint [1] makes the above clear.
