I believe the spec makes it clear that a model group is not a particle in 
itself, but rather the term of a particle. [1] Model groups do not contain the 
occurance ranges that particles do. [2]

When a <sequence>, <choice>, or <all> in a schema doc is read in by the parser, 
it is treated as a particle whose term is a model group with the corresponding 
compositor. [3] Thus, your inner sequence model group is the term of a 
particle, with max- and minOccurs of the particle set to 1. Since this particle 
belongs to the particles of the outer sequence model group, the inner sequence 
model group is considered "pointless".
