Description:
In the following simple xml document, Xerces emits startDTD() event because of
the DOCTYPE declaration, however, endDTD() is never sent.
<?xml version="1.0" encoding="utf-8"?>
<!DOCTYPE xsl:stylesheet >
<xsl:stylesheet version="1.0"
xmlns:xsl="http://www.w3.org/1999/XSL/Transform";
xmlns="http://www.w3.org/1999/xhtml";
/>
If the DOCTYPE declaration is modified as
<!DOCTYPE xsl:stylesheet [] >
The endDTD() does follow the startDTD().
