I guess the answer depends on the definition of active. Our charter says 
committers may become inactive if in the last three months, they've 
neither contributed code or to discussion on the mailing lists. There are 
many Xerces-J committers which fall into that category. The charter then 
also goes on to say that the PMC chair will e-mail such people, notifying 
them that they're status will be moved to inactive. As far as I know, 
we've never sent out notifications though there are a number of committers 
who appear to have had years of inactivity.

I think there's still enough activity on both lists to keep them separate.

doing that on the new list. I'm not sure who covers xerces-j-user.
