I guess the answer depends on the definition of active. Our charter says committers may become inactive if in the last three months, they've neither contributed code or to discussion on the mailing lists. There are many Xerces-J committers which fall into that category. The charter then also goes on to say that the PMC chair will e-mail such people, notifying them that they're status will be moved to inactive.
