Try URI form, smth like file://c:/jason.dtd. There should be uri according
XML specs.

Okay, "jason.dtd" along with moving the .dtd into the
directory from which the vm was launched worked!  I
still wish I knew why I'm not able to fully qualify
the dtd!  Thanks.
