Maybe he is misunderstanding processing instruction syntax, but I don't think that explains the exception. Unless I'm misreading the BNF grammar,
<?WGXPPrightHandPageStart pagePrefix="Page 1-" ??>
is a legal processing instruction. Unlike comments and the hyphen,
there's no restriction on using the ? as the last character of a PIData.
Both Xercecs and libxml seem to allow it in my tests.
